Who answers
The people who look after your Library answer what it does not cover.
Everyone else asks. That is what stops four people writing four versions of the same rule.
An owner can choose to ask like everyone else, to see exactly what everyone else sees.
Choosing to ask never changes what you are allowed to do. That is decided when you do something.
